Flash has always been sluggish on OSX, but the beta of Flash 10 promises to be faster, according to one of the developers blogs:

Congratulations to the Mactards. I'm glad you're finally getting a
working copy of Flash. I've had that since what? 1990?

OSX was released in 2001.      Over six years of waiting for a good version
of Flash that's coming real_soon_now.
